Position Summary

The Liaison Officer (LNO) acts as the focal point for communications and coordination for the operational tasking of airborne intelligence, surveillance, and reconnaissance (ISR) missions, representing the program to the control authorities (TACON/OPCON) and various customers throughout the USSOUTHCOM Area of Responsibility (AOR). You will monitor asset status and provide support to the team from pre-departure through mission recovery for Contractor-Owned/Contractor-Operated (COCO) assets including the details of each mission in which our asset participates and any other assets operating in the same area; be familiar with AOR Special Instructions (SPINS) and appendices; review the Airspace Control Order (ACO), Air Tasking Order (ATO), RSTA Annex, and applicable country specific airspace management briefings; adhere to all safety & security policies and regulations. The LNO produces high-quality work that is accurate, anticipatory, thorough, & efficient.

Essential Duties and Responsibilities

Duties include, but not limited to:

 

  • Provide Subject Matter Expertise (SME) and support to Air Forces Southern Combined Air Operations Center (AFSOUTH CAOC).
  • Track & report pre- & post-flight routine maintenance, status of sensors and equipment, and brief Combat Operations leadership.
  • Create Air Tasking Order (ATO) location & movement worksheets and review final product for accuracy.
  • Review Reconnaissance, Surveillance, & Target Acquisition (RSTA) Annex for mission tasking.
  • Understand system operation and employment tactics, techniques, and procedures (TTPs) to optimize system employment.
  • Facilitate communication between all customers and connected entities.
  • Request, review, and transmit aviation weather support.
  • Plot, track, and communicate relevant airspace restrictions and work areas using USG provided systems.
  • Coordinate with other LNOs to de-conflict operating airspaces.
  • Maintain mission schedule and track flight hours to ensure contract compliance.
  • Transmit and receive satellite radio communications over secure voice networks.
  • Prepare and disseminate pre-mission, post-mission, weekly, and monthly reports.
  • Maintain program database to record and track measures of effectiveness.
  • Coordinate with multiple USG entities to ensure safe and productive airborne missions.
  • Participate in maintenance, operations, safety, and intelligence briefings.
  • Professionally interact with and brief high-level military, law enforcement, and government agencies.
  • Request, track status of, and obtain Diplomatic Clearance for aircraft movement to/from and throughout the AOR.
  • Provide support to Program Management and company leadership.

Requirements

Minimum Requirements

 

Education and Experience

  • Must be able to complete qualification training for the LNO position.
  • Ability to work autonomously & multi-task in high-stress situations.
  • Working knowledge or basic understanding of LiDAR and SAR collection sensors.
  • Proficient with Microsoft Office and experience with Windows Operating Systems.
  • Ability to read and understand a Meteorological Aerodrome Report (METAR)
  • Occasionally work extended hours, weekends, and early mornings/late nights.
  • Experience with coordination between Aircrew and various USG levels of command, customers and their respective staff.
  • Knowledge and understanding of SPINS, ACOs, ATOs, and RSTA Annex.
  • Experience or understanding of IDEX, BiFROST, WeatherView, and SIPRNet.
  • Experience and understanding of route planning and Aircraft and Personnel Automated Clearance System (APACS).
  • Familiarization of US SOUTHCOM AOR.

Preferred Experience, Certifications, And Education

  • Bachelor’s degree or equivalent military experience.
  • Intimate familiarity with Joint Airborne Intelligence, Surveillance, and Reconnaissance (ISR) Tactics, Techniques, and Procedures (TTPs).
  • Multiple tours or assignments flying or supporting airborne ISR missions.
  • Experience in a Combined Air Operations Center (CAOC) or equivalent environment.

Physical/Working Requirements

  • International travel to customer locations may be required (<5%).
  • Domestic travel to customer locations may be required (<5%).

Additional Eligibility Qualifications

  • Must be a U.S. citizen.
  • Top Secret US security clearance AND eligible for SCI.
  • Be able to obtain or maintain government eligibility requirements.
  • Meet DoD Combatant Command entry requirements.
  • Possess and remain eligible for a US Passport.
  • Must be willing and able to work irregular hours.
  • Must be willing and able to work in a predominantly military environment on a military base.
