Position Summary

MAG is seeking a Senior Program Analyst to provide program, business, and financial support to Project Manager Ecteronic, Warfare, and Cyber (PM EWC) Business Management Division (BMD).

The position is located at Aberdeen Proving Ground, MD. Full-time on-site presence Mon-Fri is required. 

Essential Duties and Responsibilities

Duties include, but not limited to:

  • Provide guidance and recommendations for financial planning, programming, budgeting and execution (PPBE) of PM EW&C programs. Support special 06-level projects.
  • Review, analyze, and provide guidance to 05-level program analysts on tasks such as P&R Forms, Army Program Budget Brief (APBB) Charts, annual POM Submissions, Congressional RFIs, Analyze Fiscal Year Spend plans, Analyze EOM budget execution charts, INV 001 Under Execution task, Annual and Mid-Year Military Intelligence Reviews, and other BMD taskers.
  • Collaborate with the 05 Program Analysts on all things CCaR/PMRT. Coordinate and manage CCaR access and training within PM EW&C.  Conduct IPT/Working Groups to improve processes within CCaR, PMRT applications to maintain consistency and accuracy of data between Product Offices.
  • Review and consolidate EW&Cs funding reports from cPROBE, Congressional RFIs, validate program funding on 6-pack slides, QPR slides, Spruill Charts, POM slides, Program SAMP reports, and monthly DASC Quad charts.
  • Communicate with EW&C BMD staff to resolve funding issues related to GFEBS, answer questions and inquiries from fellow team members, prepare funding documents timely for BMD signature, push funding acceptance documents (FADs) down to lowest levels.
  • Assist the Government Lead on the bi-annual P&R Form updates and submissions. Collaborate with the 05 Program Analysts and PEO BMD team on all things P&R Forms. Ensure that Forms validate and are put into Field Ready status after 06 Leadership approves the P&R Forms.
  • Analyze the 05 program offices quarterly MAR reports and semi-annual PID reporting in PMRT PDAA database. Route for report for PM approval. 
  • Assist with Functional Support Agreement (FSA) financial data requirements to ensure compliance with ASA (ALT), PEO, and PM policies.
  • Coordinate with all internal and external stakeholders to ensure all actions occur timely and accurately.
  • Consistently review the latest DoD financial guidance to ensure business activities comply with all policies, regulations, and procedures.

Minimum Requirements

 

Knowledge and Skills

 

  • Experience providing guidance and recommendations for financial planning, programming, budgeting and execution (PPBE) of DoD Acquisition programs.
  • Experience creating FY budgets, Spend Plans, forecasting reports, and briefings.
  • Working knowledge of and experience preparing annual Program Objective Memorandum (POM) resourcing brief.
  • Knowledgeable of latest DoD financial guidance to ensure business activities complies with all policies, regulations, and procedures.
  • Experience using Microsoft Office, including Word, Excel, PowerPoint, and MS Teams.
  • Proficient in MS Teams
  • Excellent interpersonal skills, proven verbal and written communications, and the ability to work on multi-functional teams in a fast-paced development environment.
  • Ability to self-start and multi-task in a fast-paced environment and prioritize multiple tasks with minimal oversight.
  • Excellent organizational, problem solving, analytical, and strategic thinking skills.

 

Clearance

  • Active Secret clearance

 

Experience and Education

  • Minimum of ten (10) years experience in a DoD PM office. degree.
  • Bachelor’s degree required. Four additional years of related experience can be substituted for bachelor’s degree.

Salary at MAG Aerospace is determined by various factors including but not limited to location, the particular combination of education, knowledge, skills, competencies, and experience as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $0 to $169,000 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of MAG's total compensation package for employees.
